London is the largest metropolitan area in the United Kingdom... or, well, it used to be. It is clear by the living accommodations of those within London that the area is much more well off than Washington, D.C. The leader of The Neutrals makes their headquarters inside of Big Ben, a clocktower located at the north end of the Palace of Westminster.
